Inter-ministerial decree 9 September 2014 - Guidelines for drafting: simplified PSC POS and PSS

Before exploring the topic, it is essential to understand the importance of safety in workplaces and construction sites. Workplace safety is a priority in any industry, as it aims to protect the lives and health of workers by minimizing the risks associated with potentially dangerous activities. In this context, the POS (Operational Safety Plan) and the PCS (Safety and Coordination Plan) represent essential tools for effectively managing safety during the implementation of complex construction and infrastructure projects.

The POS and PCS are specific documents that outline the safety measures to be adopted on construction sites and other risky activities. While the POS is a Safety Plan created by the executing companies, the PCS, or the Safety Coordination Plan, is more detailed and used for more complex projects, which involve many companies or interconnected work phases.

In both cases, the main objective is to ensure that all activities are carried out safely, minimizing risks to workers, visitors and the surrounding environment. These documents usually include a risk assessment, a plan for the prevention and management of those risks, as well as emergency measures to be taken in the event of an accident.
