PSC - Security and coordination plan

Indications for drawing up safety and coordination plans for temporary and mobile construction sites

This document created by Itieffe represents a complete resource dedicated to the "Safety and Coordination Plan" (PSC), an essential tool in the field of health and safety at work on construction sites. This work is designed to provide a detailed overview of the PSC, including a preface, an example PSC, a personal risk analysis and a bill of quantities. Everything was developed within the regulatory context of the "Consolidated Law on Health and Safety at Work".

Preface

Safety on construction sites represents a mandatory priority, a shared responsibility and a fundamental condition for guaranteeing the health and well-being of workers and the correct execution of construction projects. The “Safety and Coordination Plan” is a central tool in this process, a document that not only provides detailed guidelines on risk prevention, but also helps to coordinate all activities on the construction site. The preface of this work introduces the general context of health and safety on construction sites, underlining the crucial importance of the PSC as a fundamental pillar for risk management and worker protection. It provides an overview of how this document is fundamental to creating a safe working environment and preventing accidents and injuries.

Example of PSC

Within this document, you will find a practical example of a complete and detailed "Plan" from which anyone can draw free information. This example will take you through all the key elements that should be included in an effective PSC, from the description of construction site activities to the analysis of specific risks and prevention measures.

Personnel Risks

One of the focal points of this paper is the risk analysis of employed personnel. This section looks in detail at the types of risks that can directly involve workers on construction sites, providing an overview of the potential hazards and the preventative measures needed to mitigate them. Personal safety is critical to the well-being of workers and ensuring compliance with workplace safety laws.

Estimative metric computation

Finally, the document includes a section dedicated to an example of a safety cost estimate. This aspect is important for planning the resources and costs associated with PSC implementation.

This work has been developed to be a comprehensive and informative guide for those working on construction sites, from employers to workers themselves, to health and safety professionals. Knowledge and effective application of the PSC are essential to creating a safe working environment and protecting the lives and health of workers.

Preface to the PSC

What I noticed, during all the studies done for "learn to be a safety coordinator"Is that all the teachers never entered into the merits of what a decent security and coordination plan should look like. It was only the elect who "they knew”And, we poor disciples could not but imagine how it could be.

After some time I can understand the reason for all this. It is for them (teachers) a system to stay in the breach. Their showing and hiding things (security plans with cancellation and / or obfuscations) is only a way to continue operating, to protect oneself.

Now that I have expressed my more than personal thoughts, let's get to the point: The Safety and Coordination Plan (PSC) that you will find on this site, represents the processing carried out by the writer during his small experience as coordinator for the design ( CSP) and, why not, also for execution (CSE).

What I publish is all that is in my possession: from this, each colleague can extrapolate only what he considers usable for his needs, greatly reducing the size of the tome, up to his own personal PSC.

As is plausible, the author declines all responsibility for the use of the work given for free use.

The structure looks huge but, I guarantee you, that with a little eye and some personal insertion, everything proves very functional.

The structure is defined as follows:

The Plan is divided into four parts:

Part one - "General information"

  • describes all the general characteristics inherent in the work (general information, description and work schedule, site organization, risks, technical prevention measures, safety costs, prescriptions, regulations, etc.).

This section is the one that can be edited by the user and is completely editable.

Second part - "Risk analysis and evaluation sheets"

  • it contains the risk analysis and evaluation sheets for the types of work envisaged, the machines, tools and equipment used, the individual protection devices and the specific risks found in temporary mobile construction sites.

This section is the fixed one, the cards it must contain must come from what is required in the "PSC First part".

It is the responsibility of the compiler to choose the right ones and those related to the budgeted processes.

In my humble opinion, this part is the one that should be fully acquainted with the workers (obviously the cards relevant to the individual figures).

Third part - "Risk assessment for staff"

  • it contains the risk assessment for the personnel employed on the construction site.

It is the responsibility of the compiler to choose and extract all the cards relating to the workers employed in the works.

It is advisable to give copies of the individual cards to each individual identified.

This part is more of a "security operational plan" but, it is a good reference to the latter if inserted also in the PSC.

Fourth part - "Estimated calculation of security charges"

  • contains an example of an analytical estimate of the safety costs.

The website still contains the elaborate: "Estimative metric computation", It is enough to adapt it to the situation, considering that by now all price lists report the security burdens.

Any documents to be attached to the PSC:

  • site plans for CAD drawings,
  • safety time schedule (in this section of the site there are documents for the realization of the time schedule on consecutive days or weekly);
  • Other.

Please refer to the vision of the "PSC Example" inserted at the beginning for a total view of the whole.
